Drug Intoxication Demand Reduction
Retailers are supplying chemical substitutes for the illicit drugs cannabis, ecstasy and cocaine.
The chemical proxies have similar intoxication effect as the illicit drugs.
This chemical production is easily changed to make it difficult to make them illegal.
There is public admission that the cooks, distributors and retailers do not know what the effect is on the chemical users.
There is huge money to be made from these drug substitutes with links to the sex industry.

DRUG ADVISORY COUNCIL COMMENTS-
The last issue outlined the principle of supply reduction through consumer protection by governments from undisclosed harms.
The key drug policy principle is not to allow intoxication to become prevalent in the community by reducing demand.
World’s best practice is that demand reduction is the best way to eliminate the harm of chemical substitutes.
All governments, law enforcement and border protection agencies should identify intoxicated users and rather than warn or fine users divert them into programs that eliminate the demand.
All identified drug users should be diverted into court ordered and supervised detoxification and rehabilitation to get the users free of drug use quickly and permanently.
Effective drug rehabilitation deals with the reason for the need for intoxication.
